How come it does not say "all" but "many"?

“By one man’s disobedience many were made sinners” (Rom. 5:19). How come it does not say "all" but "many"? Whereas and in comparison the previous verse says ... “By the offence of one judgment came upon all men to condemnation” (Rom. 5:18). Does this mean that not all were made sinners though upon all came to condemnation?
