Are you only after historical references of the exact phrasing?
As you mentioned clearly from the scriptures implicitly proclaim the reality of a personal and relational God, though those exact words are not uttered.
I'm keen to post just a few scriptures below in case anyone reading is considering that their faith is anything but a "personal relationship" with Jesus.
The Early Church also implicitly validate the idea that God is "relational" or "Personal".

Jesus loves us
