I think the last question could be broken off into a more generalized question (this coming from a non-Catholic): Does anyone (from lowest priest up to the Pope) actually have the authority to deny forgiveness of sins to anyone else?

It seems your question, as currently written, presumes belief in the inheritance of Original Sin. That in itself may be an unreliable presumption, but the root of the question here is definitely interesting.

@NathanBunney Essentially, the support is the cited verse. Without narrower stipulation, if one presumes that it applies to any believers beyond just those present at the Last Supper, one must presume it applies to all - regardless of age.

Started to write an answer that got into rambling, so I'll give the short bit here. In 1 Cor 11:24, Jesus says "do this in remembrance of me". If one believes that to apply to any of his followers aside from simply those who were present that day, one must also generally presume it applies to all - children included.

Arguably, the statements made in Matt. 48-50 could be construed as uniquely applicable to Jesus himself. Since he is a divine entity, he quite literally has no true mother or siblings.
