As to your example, there are some places that do have a "right of substitution". So in a place that had that as a standing law, yes they would accept it. To understand why Jesus was able to be our substitute, it might help to understand the Old Testament Sacrificial system. An animal was slain to atone for sins, but Jesus was the perfect sacrifice for ALL sin.
